November 3, 1989 was a Friday (ha-Ir is a weekly newspaper in Tel-Aviv, published every Friday)
Usually ha-Ir was also a supplement of the Friday edition of Haaretz, so I would check the microfilm of Haaretz of that date.
Index to Hebrew newspapers of Haifa University and of the Tel-Aviv Municipality Public Library (Sha'ar Tzion) do not go so far back
with indexing ha-Ir.
