I don't know of a translation into English, but I've seen it referred to in works such as an excellent booklet by historian Robert Wistrich, called "Muslim Anti-Semitism: A Clear and Present Danger," published by the American Jewish Committee (and available from your local AJC office). Wistrich himself cites an ADL publication called "Holocaust Denial in the Middle East: The Latest Anti-Israel Propaganda Theme."
