These are small ideas which I've heard of, but have not tried: Birthday books---someone buys a book in honor of a birthday/anniversary, etc. and a bookplate in the book acknowledges this; the honoree could be the first person allowed to borrow the book.
Coupon book(this is from the BiCultural Day School in Stamford, CT)--- print up and staple together several sheets of "coupons" and distribute them to the members and leave booklets at the main desk. Each coupon has space for the donor, donee, reason for donation, and amount. You give a coupon and a check to the JCC as needed. Or you buy a book at $5.00 per coupon and turn in the coupon as occasions occur; the JCC sends a postcard or letter telling the donee about the donation or all donations are listed in the JCC newsletter. What about grants? Or letting the community know that $1,000 buys a "collection", $10,000 buys a "bookcase", etc. and have a plaque of plaques near the library entrance?
