The Postal and Philatelic Museum, a part of the Eretz
Israel Museum in Tel Aviv (www.eimuseum.co.il) might
be a useful source of information.
I found this information within its website:

"The Josef Jaglom Philatelic Research Center, located
on the lower floor of the Postal and Philatelic
Museum, was established through the generous
contribution of Mr. Josef Jaglom, a well-known
philatelist. The research center is intended for both
amateur and professional philatelists, as well as for
students interested in broadening and enriching their
knowledge in this field. The center includes a library
equipped with a computer workstation that provides
information on stamps issued in Israel and philatelic
activities."

The site provides a link to
     The Israel Philatelic Federation
(www.israelphilately.org.il),
which, in turn, has a bunch of interesting-looking
links.

Hope this was useful and not redundant,
