I have seen volumes of this range in several places:

Bookstore at MileChai.com in Denver,
Strand Bookstore in Manhattan
New England Mobile Bookstore in Newton Heights, MA
Harvard Bookstore in Cambridge, MA
Baker Book House in Grand Rapids, MI

I saw some of these volumes about 9 to 12 months ago when I visited these
stores; they may still be available.  I believe that Volumes XII, XV, and
XVI are extremely scarce and have seen them offered through
http://alibris.com for upwards of $200 each. I just looked at alibris and
found several copies of XI and XVIII listed there. I have also had luck in
finding scarce Jewish books using the following sites:
