Perpetualpreschool.com has lessons and activities for toddlers:
http://www.perpetualpreschool.com/holiday_themes/jewish/hanukkah.htm

CAJE (Coalition for the Advancement of Jewish Education) has lesson
plans. If you haven't already checked them out, they have a wealth
of material, although some of it is pretty old. When I was teaching
Hebrew school and nursery school I often found lessons and ideas I
could adapt to the needs of my class. The website is at:
http://www.caje.org/

These other sites also have activities geared to children:

Aish.com at http://www.aish.com/chanukahfamily/
Chabad.org at http://www.chabad.org/holidays/chanukah/default.asp
(click on "For Kids")

Have fun!
