Rambi is basically a scholarly periodical index based on the
periodical holdings of  the JNUL. There is some overlap with IJP
(e.g., JQR, Modern Jewish Studies, Shofar), but IJP includes a lot of
popular magazines and journals that would not meet Rambi's scholarly
criteria. So, for a synagogue or school library, Rambi would not be a
substitute for IJP. Same applies to the Israeli Index of Hebrew
Periodicals which indexes a lot of popular periodicals that Rambi
doesn't include and which is also by subscription only.
