HI,
I only have experience with Mandarin/Oasis and while it has its bugs 
and it does have costs its one of the few systems that handles 
languages well. I catalogue in Hebrew with relative ease. I also use 
Oasis in conjunction with WebClarity Bookware (cataloguing software) 
and am very happy in the way the two work together to give me French 
English and Hebrew records. I have a great choice in records and even 
though I am a high school library I find the choices Bookware/Oasis 
offers helpful and useful, especially for Judaica.
