The Surpass system I mentioned on the listserv can print card sets 
and labels, and they offer a self-check out system too.

If you are not in the market for an entire automated system though, 
we used MARC Magician to print card sets/labels before 
automating.  It is Windows based, easy to use and has very good 
support.  It is also able to import and export MARC records from 
other libraries for copy cataloging.

ResourceMate produces card sets and labels.

I use Mandarin/Oasis which supports Hebrew characters and Hebrew 
cataloguing. Buts its a tad pricey - $3000 or so. But you should look 
at OPALS cheap, good, and also supports Hebrew.
