You are right that the JNUL does not receives all the titles from 
Haredi community, as the majority of publication from the Haredim is 
regarded as "self-publishing". However, it is not unique to this 
sector. Self-publishing by other sectors in the Israeli society, such 
as Secular poetry books or memoirs, are difficult to get as well. 
Many authors who publish this way simply are not aware about the 
"Book Law" and when we apply to them they usually are happy and 
honored to deposit their work. Furthermore, we do not find a 
difference between the responses of Secular and Haredi authors to our 
claims. According to our data, we estimate that the percent of 
self-publishing from the Orthodox or the Secular sectors that the 
Legal Deposit Department does not register is equal.
