The  librarian that worked with me when we designed the library taught me to 
ask for more and leave things for compromises.  If it is easily done you will 
get it.

My recollection of the ‘old days’ is that sinks were in libraries because there 
was a lot of pasting (book pockets into books, for example) going on, and you 
needed water to moisten the paste in order for it to adhere.  Now supplies 
generally come with self-adhesive (peel off) backs, if pockets are used at all.

Water availability in libraries was much more for operational reasons than for 
coffee and prandial convenience.

My experience in different types and sizes of libraries has taught me that 
“amenities” such as sinks, refrigerators, and microwave ovens are unnecessary 
expenses.  Having to walk to a different part of the building to use, for 
example, the sink is a plus.  It gets the librarian out of the library now and 
then and into areas where she/he can interact with other staff members.    In 
fact, I think that the larger the back room or work room area of a library is, 
the more temptation there is to store things that should be thrown out and to 
clutter up the space unnecessarily.
