Novels published by Chareidi publishers such as Targum, Feldheim, ArtScroll, Menucha Publishing, etc., do have a "decency code," such as the one that was mentioned. They also express traditional Jewish values.
My Ezra Melamed Mystery series, for instance, which was originally published by Targum Press, is a historical mystery series set in the early 1800s that was written from the perspective of London's Orthodox Jewish community. (The first volume, *The Disappearing Dowry*, was a Sydney Taylor Notable Book for Teens.) There's no sex, violence, foul language, etc., and the books do have a happy ending - although whether that makes them "Jewish" or "cozy" or just "historical" is apparently a matter of opinion, since they're listed on all three types of websites. But getting back to your question, you or the librarian could browse through some of these Orthodox publishing companies' websites to see if any of the fiction looks interesting/appropriate.
