The Iraqi Jewish Archives: To Whom Do They Belong?
On May 6, 2003, U.S. military personnel discovered tens of thousands of Jewish 
artifacts, from ancient copies of Holy Scriptures, including a Torah, to 
communal records, in the flooded basement of Iraq's intelligence agency, the 
Mukhabarat. Pursuant to an agreement with Iraq's Coalition Provisional 
Authority, the materials, severely damaged and waterlogged, were sent to the 
U.S. for preservation by the U.S. National Archives and Records Administration. 
The agreement provided for exhibition of the archives in the U.S. and their 
return to Iraq by June 2014.


Jewish groups have opposed return of the Archives to Iraq on the ground that 
they belong to the Iraqi Jewish Community, and to Iraqi Jews, who were forced 
to flee Iraq after the establishment of Israel, not to the government of Iraq, 
which seized them illegally.


The conference will examine the factual background and the U.S. and 
international law relevant to a determination of the question.
