Dear Safranim, FYI: another one of these Czech memorial scrolls is also held at Florida International University.
This query leads me to post another related question: at the University of Florida we have a Torah scroll in our collection identified by the Machon OT institute as having been produced in Russia in 1934. Its script type, AriZal, suggests that it came from a Chassidic community. I don't have any information to tell me how it got to the United States, I only know that it was purchased from Chicago in the 1970s or 80s for a synagogue in Jacksonville, FL (now closed), but it is not described anywhere as a "Holocaust Torah." Can anyone tell me anything more about Torah Scroll production at that time? Were scrolls commissioned from Eastern Europe for use in the US, or should I assume that its provenance means that it was rescued at some point? Thanks!
