Thanks to the efforts of Gail Shirazi of LC and Ari Elias-Bachrach of Sefaria.org, we finally have an answer from the GPO about the blocking of the Federal Depository Library site from Israel.
Apparently, the site is intentionally blocked due to what the GPO described as "a security precaution instituted as the result of an increased amount of malicious activities originating from certain countries as compared with the amount of legitimate activity originating from these areas targeting our web services."
