I contacted IFLA. The following is the reply I received. It seems as though
their Israeli data partner has not provided them with data. I suggested that
she use the Israeli Library Association (ASMI) as a data partner.

Dear David,

Thank you very much for reaching out to us with your message.

My name is Kristine Paberza. I'm coordinating the Library Map of the World
project.

Regards to your comments, I'd like to let you know that we are working with
data partners separately in each country/area. In Israel our data partner is
at the University of Haifa, who is now coordinating data collection from
other libraries/library types to enrich the data available about libraries
in Israel of the Library Map of the World. It is just a beginning of the
project that will evolve during the upcoming years. We publish online data
that our data partners give a permission to and update accordingly as they
submit more data.

Regards to geographies. The naming and listing of countries and areas
included in the Library Map of the World is based on definitions used by
United Nations Statistics Division (UNSD). For statistical purposes we are
using the UNSD Methodology on Standard country or area codes for statistical
use (M49). Learn more here: https://librarymap.ifla.org/data-glossary/geo

I'm happy to discuss more.

Best wishes,

Kristine Paberza
