Hello Jackie, There are also two free open-source programs, Liblime Koha (http://www.koha.org/main.asp?page=1030) and Evergreen (https://evergreen-ils.org/) They are both modular and have granular controls so you can set them up to your exact specifications. I suggested these to my old synagogue when I offered to help set up their library for circulation but it fell through. I have followed these projects for a long time as I am an advocate for free open source alternatives in general whenever possible. I can't vouch for their support if you encounter issues, but most open-source projects have very robust community documentation/support forums as well as formal support structures.
