What I have always done to solve this is to create a custom Setup.hs. Something like:
Setup.hs ------------- import Distribution.Simple main :: IO () main = doThisBeforeInstall >> defaultMain ------------- Then you specify in your .cabal file that the Build-Type is Custom.
