I fail to see what this has to do with "expressive power", which
it's supposed to test. In this test assembler is the most expressive

Silly? Yes.
Proposed by a C++ programmer? Yes.
(Personally I can't think of a reason for *wanting* to do such a
thing... but never mind. I am however mildly - I emphasize mildly -
curiose to see if it can be done in Haskell.)
