I have never used the Haskell bindings to that particular library,
but from the documentation:
http://hackage.haskell.org/packages/archive/hsndfile/0.4.0/doc/html/Sound-File-Sndfile.html
- sf_open seems to map to openFile
- sf_read_short seems to map to readFileChunks
