You will probably need to specify the full version, since despite being included in the latest haskell platform, cabal-install-0.10.x is in the list of things that cabal won't install automatically. (in the same way that it selects versions of parsec...) $ cabal-install Cabal-1.10.1.0 then $ cabal-install cabal-install-0.10.2 should do it.
