#19: The platform directory should be relocatable

The Windows installer currently writes the absolute path to the
"extralibs" directory to package.conf. It should use a path relative to
the GHC installation directory instead to make the Haskell Platform
directory relocatable.
In general, it would be also nice if cabal-install didn't write absolute
paths to package.conf.
