The big unknown question is what decision model to use for
incusion/exclusion. I have created a ticket to resolve this, with
accompanying text:

Something like the workshop chair/commitee model, possibly along the
lines of "Identify the Champion"
http://scg.unibe.ch/download/champion/ could well work.
We'd need volunteers/appointees to the "talkers" group, who'd then
score add/remove requests via heuristics, (as in the above page),
before resolving the request ticket as yay/nay/more info required.
That result is then acted on by the "Doers" who tweak files and
prepare the release.
I could see this working, and having legitimacy. Thoughts? What
decision model will we use?
