#69: Support *.hackage files for easy library installation

Each library page on hackage should contain *.hackage file labelled "Click
here to install library". HP (or GHC, or Cabal-install, or ...) should
provide association for *.hackage files that automatically downloads and
installs appropriate library
It will greatly simpilify tuning of HP installation for one's needs
