So I'm not sure how we, the steering committee, facilitate discussion without discussing something ourselves. Usually just bringing something up on libraries@ creates a lot of discussion. I guess we want to figure out - which things are more urgent to discuss - in some cases, it helps to write up a summary of the issues - - and sometimes to do that again after some discussion has passed, if there was a lot of discussion. This includes trying to describe what things (if anything) we've found some consensus on. Does that sound like generally what we're doing?
