Installer should set the default cabal-install install directory to
$PLATFORMDIR/cabal (or something similar). Users find having two different
directories for "Haskell stuff" confusing:
"OK. But given that I said "install Haskell" in *this* location, I sort
of expected all my Haskell stuff to go there."
