#101: Platform is broken on Windows 2000 (caball-install and network problems)

When I run cabal.exe on a Windows 2000 it fails with this pop-up:
cabal.exe - Entry Point Not Found
The procedure entry point freeaddrinfo could not be located in the dynamic
link library WS2_32.DLL.
This was metioned [http://stackoverflow.com/questions/1415309/problem-
using-network-package-in-ghc before] but I couldn't find a report here.
The problem will most probably go away once
[http://trac.haskell.org/network/ticket/5 this] bug is fixed. In the
meantime I would suggest making the windows installer "XP or later only"
to avoid bad user experiences.
