#104: cabal issue with installation on windows Vista (and probably Win7)

I installed the current version of the Haskell Platform to the default
location.
When trying to use cabal to update itself and grab new packages, I noticed
that cabal kept putting the files it downloaded into "c:\Program
Files\Haskell", which is not the default Haskell Platform install
location. I think the issue may lie in the cabal config file, but I
haven't uninstalled and checked this. I ended up just installing to
c:\Program Files\Haskell to avoid it.
