#119: haddock doesn't work on Windows

Spent some time trying to build a relocatable haddock (w/o ghc-paths
dependency), but to no avail. Apparently haddock has some magic that kicks
in only when building it as a part of GHC (-fin-ghc-tree). The best
solution ATM is probably shipping the 2.6.? version that comes with ghc
6.12.3.
