#154: Windows: Please update shipped MinGW

On Windows the Haskell Plattform comes with MinGW which is an excellent
choice and makes work with Haskell much more seamless. What realy brakes
my neck though is that the version shipped is really really old with GCC
3.x and so on...essentially I always follow the qtHaskell hack and
overwrite the MinGW folder with the one shipped with Qt SDK.
If there are reasons to stick to an old & slow gcc, then please make the
addition of MinGW to the PATH an optional thing (default of course
on/checked so that novice users get a good experience) so C/C++ developers
are not suddenly confronted with an inconsistent buildchain.
