This change occurred in GHC 7.2.1. From § 1.5.12.13 of the release notes<http://www.haskell.org/ghc/docs/7.4.1/html/users_guide/release-7-2-1.html> :
It is no longer possible to use the haskell98 package with the base package, as it now includes the Prelude and Numeric modules. The haskell98 package is therefore now hidden by default. - Mark
