Every open issue on Trac was associated with the same milestone that it was 
associated with on Trac.  Any issues not associated with a release were 
associated with the “Next Release” on Github.  This is an easy way to 
differentiate between the issues which were already on Github (and still 
unassociated with a milestone) and the issues moved from Trac.

It seems that there may be Github issues which are duplicates of Trac issues.  
Also, many of the former Trac issues were associated with milestones which have 
long since been released.  So the next steps will be to label the existing 
Github issues with the same scheme as the ones that were moved from Trac, close 
any duplicates, and bring forward any issues associated with historical 
milestones into either the Next Release or the Blue Sky release.

At this point I would recommend turning off the ability to open new issues in 
Trac and directing people to Github.
