I am also not saying this proposal is done. A lot of thought and work
is needed to ensure it can be implemented as smoothly as possible. It
does seem though that everyone thinks it is a good proposal.

It is not a proposal. It is a notion. Perhaps a whimsy, or a passing thought even.

Which is not to say that it is without promise. But it is also not yet a proposal.

If it does mature into a proposal, then maybe people will say it is a good one, or a bad one, or one which could be good with suitable amendments. Until then, it is hard to say much else.
