        I suggest "http://xxx.lanl.gov" e-print server. Although
        originally designed for physics, it also hosts sections
        from mathematics, nonlinear mechanics and computer science.
           
        Publishing electronically does not prevent you from
        publishing the same article in traditional journals.
        As a matter of fact 70% e-print articles from xxx.lanl.gov
        are reprinted somewhere else. This is being encouraged
        by both media. For example, you can modify your abstract
        on LANL server anytime to tell the world that:
        + your article has been accepted for hardcopy publication
        + your article appeared in such-and-such journal.
