GHC (http://haskell.org/ghc) generates native code for Wintel.
We are actively working on making it more Wintel friendly (e.g. 
packaging with Installshield, using DLLs). 

We are also working on targeting the .NET platform, but it's
at an experimental stage right now.  Definitely not ready for prime time.
