This paper from 1994: http://citeseerx.ist.psu.edu/viewdoc/summary?doi=10.1.1.36.5611 begins point 1.1 with exactly that sentence. It doesn't seem to be quoted there, so one can assume this is the original source of that sentence. I'm not sure dough.
