Actually, ID3v2 attempts to map out that space, AFAIK. Except that it seems overengineered in the extreme and that no tool supports doing more with ID3v2 than the use cases covered by ID3v1, besides the fact that the field length limits in v2 aren't as retardedly restrictive.
