Sorry, I misspoke. It's either of these:
- Hold Control+Shift, then hit U, then type a codepoint, then release
Control+Shift
∢ Works
- Hit Control+Shift+U, then type a codepoint, then hit enter
Works too, but I'd need tree hands to do that comfortable
