So, in ISO 8601 and RFC 2822, positive time zone offsets denote zones east (ahead) of Greenwich, but the POSIX TZ environment variable uses the opposite sign. STUPID!
Surely US time zones cannot be LESS and therefore INFERIOR by having NEGATIVE offsets???!!!
