Depending on system restrictions to rein in the results of poor
redesign is hateful.
Command streams -> fork/exec remains fast and becomes less frequent,
pipelines retain a high degree of concurrency, system performance
remains good, xargs becomes irrelevant and can be deprecated.
Unlimited command lines -> fork/exec can take minutes, becomes a
pipeline bottleneck, system performance goes into the toilet, and
restricting users leaves xargs in place.
