Well some things enforce it

        bash-3.1$ xmllint -
        <foo>bar</>
        -:1: parser error : Opening and ending tag mismatch: foo line 1 and 
unparseable
        <foo>bar</>
                   ^

I can't speak for some of the more unspeakable parsers out there
though.
