For those not familiar with the Google Issue Tracker, it allows you to
favorite an issue so you both follow its progress and voice your opinion that
it should get fixed.

You do this by clicking the little outline of a star next to the issue number.
 Its next to the issue number, not the comment box.  When people want to voice
their support for a ticket, what do they do?  They head straight for the
comment box and write "+1" or "Yes, please fix this!"  The result is that
everyone who dutifully starred the ticket gets spammed.  To cap it all off you
get about a 1 in 5 ratio of people replying with "Don't +1, CLICK THE GOD
DAMNED STAR!"

On popular issues the ratio of stars to comments is about 3 to 1.  On any
other system such a tiny interface gafe wouldn't even be noticable.  When
there's 1600 people following an issue it becomes a problem.
