Under some combinations of PuTTY/urxvt/SSH/whathaveyou (I never got as far as figuring out what exactly is going on), hitting Ctrl-L in bash won't clear the screen as I'm used to. I got tired of typing `clear` and spent on and off a day or so in total over some weeks, trying to trying to figure out what caused it and how to get terminfo, termcap, etc. Eventually I said screw it and just bound Ctrl-L to invoke `clear`.
