Actually, they're more copying what Windows does. If they were copying what Apple did they'd be using OpenStep.

I suppose Linux GUI developers target Windows users more so than Mac users because Windows is less likely to work properly (yielding a higher conversion rate) and there's more of them to begin with. In other words, the same reasons as malware developers.
