I have checked several other operating systems and HBase uses the time zone
set on those systems.
Fedora/RedHat - make sure /etc/sysconfig/clock is correct
Ubuntu/Debian - make sure /etc/timezone is correct
Solaris - check /etc/TIMEZONE
MacOSX - check preferences
