Fix Version/s: (was: 0.19.0)
Moving out of 0.19.0. IMO opinion, while its a hole that we don't have this
feature, it can be added afterward by pointing folks to a howto that describes
how to make a splitter that does a subset only and that describes how to supply
appropriate start/stop row filters.
