Hmm... -ROOT- sort of got deployed but only after another regionserver went 
into the hell cycle of FileNotFoundException: File does not exist: 
hdfs://XX.XX.powerset.com:9000/hbasetrunk2/TestTable/1310771879/info/mapfiles/1091203795887123280/index
 which I'm pretty sure is result of double-assignment of regions.
