This patch makes it so if a regionserver report includes N 'opening' messages,
then we do not let the balancer run and add close messages to the message back.
Currently N is set to 3. If > 3 opening messages, we'll not let balancer
have a say. We just skip it.
Testing it on my small cluster with 1400 regions on 4 nodes, it started without
balancer running.
