This standard meta-data will provide same check-style configs for every
developer. This issue is for small standardization of development process.
Mata-data should contain:
1) Formatter configuration
2) Compiler configuration (warnings/errors)
3) Javadoc configuration
4) SVN configuration
Also I want to make HBase variant of this page:
http://wiki.apache.org/hadoop/EclipseEnvironment which is referred from
Hbase/HowToContribute
