The problem is the contributors to the latest 0.20 dont have SVN access. Furthermore the changes are (a) huge and (b) extremely destabilizing and (c) needs to be checked in often so people can collaborate.
The github is not treated as the source of truth, we generate patches and file in JIRAs. The hbase SVN->GIT is used to keep things in line and all is well.
